William C Little (1836-1902) was on the City Council in 1869.

Little was born in Hawaii (his dad was a sailor who brought the family along) which may have made him the first City Councilmember to be born on an island. Educated at Harvard, he came to California in 1854. He worked in the lumber business with Chauncey Taylor and then went to work for the former mayor of San Francisco, Adolph Sutro. After Sutro died, Little managed his estate. Little married Sarah Watkins and had five children. He died of pnuemonia.

Little was a colonel in the National Guard and Captain of the Oakland Guard. His specialty was the Oakland Light Cavalry.

Little was head of the "Republican Alliance in Oakland."2
