A Utility Consumption Tax is a tax on consumable goods and services defined as "taxable utilities". For instance, Oakland implements a Utility Consumption Tax (which can be seen relative to the general fund on Open Budget Oakland). Since the passing of Prop 218 in 1996, California local governments are unable to raise Utility User Taxes (UUTs), meaning jurisdictions with UUTs likely passed before 1996.
