The name "Thurston" comes up a lot in this time period. It appears that Eugene Thurston Sr was fairly active in Oakland. The Charles Thurston family may have been prominent in San Francisco, though not sure at this time if they were related.

This page is probably about Sr who was probably a Democrat and probably nominated for superintendent of schools in 1873.1

Thurston was one of the members of Council who voted to close the saloons in 1906.3

Thurston was a director of the Starr King Fraternity, a Unitarian fraternal organization.2
