The dump is the magical place where your garbage goes. It is not a landfill however, the trash is sorted and then transferred to landfill, recycling, and compost facilities. The dump will take your electronic and hazardous waste for free during certain hours. If you can't make it to the dump, there are many retail stores in the city that accept hazardous waste as well. Check the recology website for details on what you can take where.
As far as non-hazardous waste is concerned, one can drop it off any time the dump is open.
The dump also has an artist in residence program.
