Target Area Advisory Committees (TAAC) were the committees set up in the mid-1960s by Mayor Houlihan to provide community input into the redevelopment work conducted by the Oakland Economic Development Council (OEDC).
The West Oakland Planning Council, the West Oakland chapter of TAAC, was particularly militant in demanding neighborhood control over the allocation of federal redevelopment funds.
"In March 1966, the members of the TAAC demonstrated to demand 51% control of the executive committee of the OEDC (which previously had no members of TAAC on it), more money for poor neighborhoods, and less money for poverty professionals."1
